Which would still invalidate your argument... Picking up Machine Gun Heavy with no MG boots would still net you more kills than picking up Rocket Heavy with no Rocket boots.
Not having them should still net you the advantage of the gun. You shouldn't have to have special gear just to make a gun type viable.
