I think you are correct in your assumptions. Other than the SIVA, but it's an interesting idea. Maybe they were smarter at using it then the Fallen. Interesting to do it on the Macro level as you suggest. Makes sense though.
Also they said atleast 3 games in the contract that was once seen.
