I can't tell you what I'm doing, but I can get to the 'Buy Digital' on all three platforms, as of about 30 seconds ago. There's a lot of jumping around when I click on things. In fact, sometimes it's difficult to get back to the 'Buy New'. But I can see both, right now.

I tried a couple different browsers with the same results, but there’s always the possibility that my Canadian IP address is messing things up too. Thanks for checking though. I’ll keep poking at it :)

It's doing the same for me. I tried all three. PS4 gives me tons of options to buy stuff like Silver or deluxe (labeled Digital only). Xbox specifically says that it's Standard physical only, and PC doesn't say anything. Can't get it to say Digital. :(
