That's good news for me! Aside from an initial exploration the first week, I haven't touched the Dreaming City much. Now I just need to learn what "presenting an offering to the Oracle" is.

It's a daily quest that you get from Petra. There's an arena like court of Oryx...fight there long enough and the quest is done.

That's to get the offering. You turn it in at the place you first encounter with Petra in the Dreaming City. That big machine is the Oracle. Put your token in and get a prize.

Which you do for the first time as part of the first Dreaming City story mission.
