During early access for the beta on the 360 I regularly saw the same people in the Tower and in Old Russia. When it opened up for everybody I rarely saw those same people again.

Yeah, kept seeing the same 30 or so people, made friends with a few of them. Lots of "so-and-so is my brother, cousin, etc."
