Double down perk borked after patch? (Destiny)

I seek two perks in my snipers. 1: Field Scout. 2: Double down.

Field scout gives every sniper rifle a 6 round mag. Still works.

Double down gives you more ammo on spawn. This no longer works, at least for me.

This gives my Efrideet's Spear a 6 round mag plus 30 more in reserve on spawn, making it completely amazing, since it has the highest impact in the game already, as much as black hammer. Great gun. Spent 50 motes getting it that way. I also have this on a solar prudence I use regularly and my crucible fusion rifle. I haven't gotten a single spawn with extra ammo since the patch.

Is this happening for anyone else?
