You think a lot of things. Has there ever been an official source saying each expansion would have a raid? If not, then aren't you just inventing your own made up reasons to be disappointed? That doesn't seem healthy.

Nope. People are datamining old data and holding Bungie to promises Bungie never even made.

Actually they did. It was in descriptions about the House of Wolves in certain ads. It was advertised as coming with a raid:
