But Bungie hasn't said one way or the other. I believe last time it worked this way though, engrams acquired before TDB did NOT give TDB gear.

However! daily reward packages and the like give mad experience. So hoarding them (regardless of their contents) is a good idea so that you will have a ton of XP at your disposal as soon as HoW drops.
