A side effect of the development kit (Destiny)
The way Bungie set it up is that everything is composed of smaller pieces. The small pieces are all memory approved and just like legos you can assemble them together to form new equipment. The only limitation is that it has to fit in the memory map for gear.
There is a dev diary showing this somewhere.
Bascially, they can rapidly put together gear using this lego technique. It seems though that the ease of doing so contributes to rather minimal changes to the designs.
