Handcannons vs Scout Rifles (Destiny)

You're right, and there's a reason I still use my non-stock A.1F all the time now that I've ascended it. It's quite good for anything I don't need elemental primaries for. Scouts, at the appropriate range, are not much under hand cannons as far as kill speed. Point blank they're pretty tough to use though, where a hand cannon is still just as good. So really depends on the fight you're participating in and how you're playing it.
