It has infinite ammo. Let me say that again - You don't run out of ammo ever. It is a Sniper.

You can run out of ammo with it. But instead of running around, looking for little green packs, you just wait for it to regen.

Right. You can run out of ammo, briefly. That's what balances it, at least in theory - when your mag runs out, you can't just reload and have 6 shots ready to go again. You have to wait for the regen.
Ice Breaker can also be used to regen ammo for other specials. Load up an Ice Breaker, let it regen its 6 shots, then swap weapons. You won't have full ammo, but you will have some. This can be very useful when you're on a Nightfall strike, for example, and are camped out in an area you can't easily leave.
Didn't have the coins to buy one; then Crota dropped it :)
