I scoffed at this since there was no field scout, but…

Luck in the chamber gets better the fewer bullets you have in the mag. Only 5 means that it's going to activate a lot! In practice, it procs often enough to make it viable in PvE, at least it seems.

Now, performance bonus and explosive rounds seem to compliment each other, in that enemies killed with the explosions can proc performance bonus.

I am not sure yet if luck in the chamber reactivates when you gain ammo in the mag, so I'll have to test it.

All and all, this is a solid, if not unusual weapon for PvE. Chain of Woe makes it even better with fast reloads. For PvP it is good too :-)

I've often wondered about how this perk works with shotguns. How does it decide which shell gets the extra damage? If I fire twice, and the perk activates on the second blast, then I reload only one shell, will the perk proc again? What if I empty the entire "mag"?

I'm personally fond of Return to Sender, Crowd Control, and Explosive Rounds/High Caliber Rounds. Return to Sender procs surprisingly frequently for me, and I can get Crowd Control to proc easily on anything short of a nightfall. Explosive Rounds works great for patrols or the like, while High Caliber Rounds is good for anything short of an Angry mission. The Sureshot IS has good aim assist, making headshots an absolute breeze no matter how awake/capable/stupid I am that day. (I'd rather have a choice besides Snapshot, but nothing's perfect.)

Plus, it was my first Legendary. :D

I consider this to be a wonderfully balanced PvE weapon with this roll. I will admit, though, that it falls short on most Nightfalls and in the Crucible. I have plenty of other weapons that I'd rather use in those situations.
