I have a Timebreaker and a Tumbler. They're Legendary, but I need a Rare so I can upgrade it with the Stealth Drive I bought from Xur a while back. I kinda accidentally deleted my previously upgraded Sparrow! :p
The only other guaranteed way I know is from gold chests.

This is true. I got one from a Vanguard reward package once. I remember it very distinctly, because only minutes before it happened, I had bought a rare from the vendor with the intention of upgrading it.
I've only seen it happen once since Destiny came out, so it is apparently a very rare event indeed.
I got one from an upgrade package.

I think it was vanguard.
But honestly, I have 200 marks for vanguard and crucible on all my dudes except for my warlock who recently bought this bomb ass sparrow from the crucible vendor.

I think I have the one you're referring to. I can't remember whether it was the one I got from a reward package, or I bought it from the Vanguard vendor.
