I thought the same exact thing, quickly followed by thoughts of "I can't be the only one" and "Bungie had to have done this on purpose, no one would miss this".

I'm loving Nolan-bot in TTK, but I think it may be more an improvement in the writing than the voice. I can't help but wonder how much better Dinklebot would sound doing TTK dialogue.

In general I think Bungie tried to make the game more lighthearted, and this voice works better for that, IMHO. Whether it was by scheduling necessity or not, casting Nolan North was a good call.
