No less than three times this week (usually just after I log on), I've spawned into a Tower devoid of players or NPCs. Sometimes I'll see some nameplates hovering around in the north or south sections, so I'll wander over there and they'll all disappear. I was finally able to fix it without orbiting last night by repeatedly (5+ times) entering and exiting different areas of the Tower.

Working as intended. The darkness has come! You're on your own.

On rare occasion I have spawned into an empty tower, but it normally only lasted about 10-20 seconds before the NPCs finally loaded in. But this hasn't happened recently.

Yeah, I only bring it up because it's happened an inordinate amount of times this week.
