They just sound alike. It's the audio equivalent of "You look just like ... ". Which is, of course, an intentional story choice. (There is a great exchange between Ghost and Guardian after they first meet Devrim, but that was cut when they chose to keep The Guardian silent. Which was another intentional story choice.)
