To paraphrase the Reddit post, at 300+5 the rare gear and legendary engrams from all (many? See linked thread.) sources drop with a range of 295-300. All/many of the vendors change the level of the offered engram. And everyone at 300+5 gets the same level of engrams. So you can wait until people have found that Asher Mir is giving out 300 engrams before you cash in 100 coins.

Check the thread for details on which vendors change and on what schedule. Happy shopping.

If a player has a 305 loadout, that is, all power 300 items with +5 legendary mods, what do normal legendaries and blues drop at?

I know they can drop up to 300. I think it's a range of 290-300 or maybe 295-300, but I'm not completely sure. But 300 is definitely possible.
