Found the 3rd spark of light today, very much by accident. I didn't know if anyone else has been looking as long as I have. Don't mouse over it if you don't want to know.

Present an offering to the oracle in Dreaming City during the 'bad week' where Taken are in the blind well (this week) to open a portal to Queen's Court. Mara gives you a chest herself and the spark is inside. I don't know if you had to do the weekly quests all 3 weeks to get it to open, but I did.

I do not think you need to do all the weekly quests up to this point. I have done all these on my Hunter, but I just got my warlock up to do this weeks quest, and my warlock got the 3rd Seed. So if it is required, it is account based.
