Are they included in the Forsaken add-on? I can't seem to find them on the Battle.net store.

Yeah, Forsaken now includes Curse of Osiris and Warmind. From the Battle.net page: "Destiny 2: Forsaken now includes Destiny 2 Expansions I & II."

Also whats the max light level in the base game no expansions?
