If I had to guess, it's because the Bungie.net Privacy Policy is connected to the Limited Software License Agreement.

BUNGIE’S PRIVACY POLICY AVAILABLE AT http://www.bungie.net/en/View/bungie/privacy SHALL BE DEEMED TO BE PART OF THE “AGREEMENT” ACCEPTED AND AGREED TO BY YOU AND THE TERMS OF SUCH ARE INCORPORATED HEREIN BY REFERENCE.

So while the license has not changed, the connected Bungie variables have. To what has changed, I do not know. Wayback doesn't load for me the two past instances it has, and so I can't compare.

Could possibly be related to Activision separation, perhaps removing them from the partners as they'll be entirely leaving Battle.net .

Wonder if you'll see it update again for the Steam/Stadia release.

As of this post, the Limited Software License Agreement was "Last updated March 15, 2019". Furthermore, the only thing that has been apparently changed relatively recently is the Bungie.net Privacy Policy, which was "Last updated June 6, 2019".
