A "tip" from Reddit: Let a Guardian get killed by the Boomers on the steps. The Boomers will be inclined to continue to shoot their little orb.

You'll be down a player, but shouldn't have Boomer issues. I'd like to see Bungie patch a basic AI behavior that permeates the entire game..
