Yeah, Processor Cycling was the very crude version of what our CPUs do today where they save energy by not running flat out. Now adays CPU can turn individual parts and pieces on and off in addition to ramping up their overall speed when needed. Back then in the G3 / G4 era the processor would literally drop its total speed from 400 or whatever mhz to 200 or whatever. It was mainly meant for Powerbooks to save battery power but for some reason that checkbox would show up on desktops too where it wasn't needed or welcome.

That... and it sucked at knowing when to scale things back. I think it might have even been based on user input (bumping the mouse, hitting keys) rather than application load which could cause things like games to bog down if you didn't press another key for a second or two.
