...on my second character? I got it with my Titan but I started racing my Hunter and my SRL Logbook already has the circles filled in. Does that mean I can't get those rewards again?

Sadly I don't believe you can, but you should at least have the Hunter helmet (you earn one of each from the book), and the rest of the gear works for any character no matter the class.
