This gen has been strangely nerfed so far. (Destiny)

I feel like there are several factors all contributing to the idea that Sony and Microsoft both want to release better versions of their current consoles. When the PS4 and Xbox One shipped, developers/publishers were determined to keep all new releases "cross-gen". So the new consoles were basically just getting 360/PS3 games that looked a little better. After about a year of that, when publishers saw that last-gen sales were almost non-existent (despite the install base), they decided to shift focus. In most cases, publishers seem to have shifted to PC as lead platform for their new games, with PS4/Xbox One getting watered-down, technically unpolished versions of those games. We seem to have skipped over the meaty mid-point of the console gen where developers really maximize what they can do with the hardware. A big part of this is the fact that there are almost no console exclusives left anymore. All of Microsoft's "exclusives" from here on out will be PC games that get Xbox One ports, and Sony barely has any exclusives of their own.

So with lead development shifting so quickly to PC, I can see why Sony & Microsoft would want their consoles to be able to get a little closer to PC performance. Right now, they're just so far behind.
