I would give my first born child for a doctrine...
Play ten games of Trials (even if you lose every single one) and you'll have a chance to grab one from the Gold package. There are weeks when it's a guaranteed drop at seven wins (four with Boons), too. Most people say that you absolutely must get one with Counterbalance, but there's no real bad roll for it (I don't even use the middle perk that improves stability).
I've played like the last 4 weeks (excluding this one) and never gotten it from the gold package :(
Maybe I can get it today.
