I went in there looking for him a couple of weeks back and found it empty.
Hence the "penny in the door" reference (too obscure?). Bungie decided just to remove the door completely in the April Update, since it wouldn't open correctly when Xur was there, forcing them to move him to the tower. But apparently they moved him anyway. :P
