Also, I remember complaints about how laggy players had unfair advantages, but there were arguments that they were also being hampered somehow. This would back up the second camp.

How does it back up the second camp? The laggy player is the top player on his team and is freely killing a dude whose system thinks he's actually all the way across the map from where the laggy player's system thinks he is. And lag man has no mobility issues at all. I guess you could say "oh, he had to fire his Universal Remote 3 times to get the kill" but that's hardly "hampering" him since the other player has no opportunity to even shoot back (since he can't see his assailant) and just falls over dead to someone a mile away.

To me, this looks like mr. lag is cheating with a lag switch and has turned off his upstream traffic until he's certain he's got the kill. He is able to see the enemy move in real time, but the enemy cannot see him, all of his damage registers at once, and his avatar remains safely across the map, well out of harm's way.
