No. It's a quote from the UNSC ONI Section Zero internal affairs officer Herzog from ilovebees. He's letting his car drive him as he does paperwork and gets a call from Standish, a ruthless ONI intelligence operative. The previous line of dialogue from Standish is:

The real problem is that you and I have always seen the world differently. I am willing to sacrifice principles for results.

If you haven't listened through ilovebees recently I'd highly recommend it. Fantastic writing backed up by fantastic voice and sound work. Easily in the top three of my favorite things to come out of the Halo universe.
