Fixing issues with revive timers.

Well it was pretty obviously an unintentional rollback in the first place.
Unintentional rollbacks happen more at Bungie than with the 2015 Jeep!

Opens a window to the sausage factory a bit I expect. The RoI team branched their codebase at somepoint and, despite headaches and trying to keep "current" game changes in sync with their branched codebase/environment, they missed a few things. Including the res slowdown change. May be a bug or may be an oversight, or something in-between. But likely comes from working on the game in multiple teams at the same time.
