Fixing issues with revive timers.

Well that's great. They go back to fast res meaning fast res, then backpedal again. Wonderful. Top notch there guys.

Opens a window to the sausage factory a bit I expect. The RoI team branched their codebase at somepoint and, despite headaches and trying to keep "current" game changes in sync with their branched codebase/environment, they missed a few things. Including the res slowdown change. May be a bug or may be an oversight, or something in-between. But likely comes from working on the game in multiple teams at the same time.

Yeah, live systems are really annoying to work with. It's like taking a bite of gelatin without moving the whole thing.
