Fixing issues with revive timers.

Kinda worrisome that we're having all these problems right before launch--especially some that have been fixed before.

The 'We Are Actively Investigating This Issue' Edition
Opens a window to the sausage factory a bit I expect. The RoI team branched their codebase at somepoint and, despite headaches and trying to keep "current" game changes in sync with their branched codebase/environment, they missed a few things. Including the res slowdown change. May be a bug or may be an oversight, or something in-between. But likely comes from working on the game in multiple teams at the same time.
