What is it with not being able to buy RoI? (Destiny)

A friend has been trying and can't do it from the Xbox store (on the console or on the web) or other online outlets.

A PS4 digital code is available from Amazon, but that's not available from PSN.

Saw this problem myself on XBone the other day. It seemed to have resolved itself a couple days ago?
