I have gotten the same blue engrams from Shaxx weekly and ToO bounties, but mine have decrypted into a legendary.
They just become part of the massive pool of blue engrams to be decrypted later, so I've never noticed if they consistently decrypt into legendaries. I'll have to make sure to keep them set aside next time.
If that's the case, though. It's still pretty lame. I definitely didn't have any decrpyt with >385 light, so it's not as good as actually getting the item itself instead of an engram.
