You buy them from Saladin for 5 Silver Dust, and they decrypt into Legacy IB armour. But of course, they're completely random, so good luck.

Also I literally already have all that gear in my Vault, but I haven't paid any money so I'm not "allowed" to use it. #notsalty

Edit: On the bright(?) side that gear has also observably been dropping from IB games at a (very) low rate, so if you have your heart set on a particular item you can grind for it. Good luck though, I literally only saw 4 drop all week.
