To make it "god" tier you'll want a braced frame, high caliber rounds, counterbalance/hidden hand version

I find the base recoil pattern of The Clever Dragon (58) pretty annoying. Counterbalance brings it close to vertical and makes it easier to crit with all three rounds of a burst. It's already got a decent base Aim Assist value (75; 77 with the red dot scope), so Hidden Hand's improvement to 88 is less noticeable. I wouldn't recommend a Hidden Hand roll unless it also had something to bring the recoil down - Perfect Balance or Braced Frame.

You're not wrong - the vendor roll is great.
I like what Bungie seems to be doing with the recent Iron Banner vendor weapons. They're not perfect 'god' rolls, so there's a reason for the folks who want the perfect set of perks to keep playing, but they're good enough to fall back on if you don't get lucky. It ensures that anyone who puts time into Iron Banner is coming away with a good, competitive weapon.
That being said, while the vendor roll is really good it's not perfect. For me, the perfect roll would be:
Smallbore*/Braced Frame
Quickdraw/High Caliber Rounds
Counterbalance/Life Support
The largest 'missing piece' of the vendor roll is that it's missing High Caliber Rounds. The flinch affect of HCR on pulses is significant - it grants you a noticeable advantage in a 1v1 primary battle.
*I'm a little unsure about Smallbore, but I think the +12 boost to range will outweigh the -6 hit to stability vs. Perfect Balance.

It's crazy how much these help out on Pulse Rifles. I'm finding that my blind perdition is significantly more reliable in 1v1s vs using my vendor hawksaw, god roll PDX-45, or my god roll Grasp.

Maybe, can't really play today since I've got to be out all day and an anniversary dinner to go to tonight, but I'll try and get on after all of that and play a couple games.
