Changes to Matchmaking in Crucible (Destiny)

A good third of my games are me getting stomped by the enemy team anyway, doubt that'll change much. If helps reduce red bar people then good. If it helps prevent "Time's up, 6 v 3 it is!" situations then great. With any luck that'll also have a big reduction in the need to do join in progress.
