I am a 304. I have every slot upgraded to 305 (300+5) except my boots. Every pair of boots is at 304 (299+5). Since the release of CoO, none of my powerful engrams awarded for milestones have dropped above 299, even for other slots that previously been offered at 300 thus infusing to my current 305. I do not yet own Curse of Osiris DLC. I certainly hope this is just my horrible disgustingly embarrassing luck. Thanks in advance internet, can anyone that has not yet reached 305 that does not yet have DLC confirm that they have received powerful engrams above 299? (question)

ITT: people completely misunderstanding the issue at hand.

Powerful engrams are the milestone rewards that always drop above your base power level, and THE way you level up in destiny, post 265 (save for the odd exotic engram).

If OP has every slot at 300 base power (modded 305) except his boots, that are 299, then every powerful engram should drop a 300 level item. It may not be his boots, but it should absolutely be 300.

For OP to not receive a 300 item means the level cap for vanilla destiny was LOWERED under 300. Since the normal mode raid is now raised to 300, this means a character being started today, without DLC, would be unable to level to the point of doing the normal mode Leviathan without being under leveled. So locking the Legend of Acrius behind the DLC gets worse, as now the raid may be especially difficult to complete without buying DLC.
