Speaking of "power matters." Is Power Level cannon? (Destiny)

If you have D1 Guardians to carry over into Destiny 2, they show up in the character select menu at Power Level 100. Can we take that as true, and assume that our Guardians gain that much more power over the course of Destiny 2? Are we more than three times as powerful as our D1 counterparts?
