WotM is definitely substantially larger than CE. There are reasons in D1 you would run into folk who called CE a glorified strike. It is 4 encounters, only one of which is a proper Boss encounter. It also has no proper traversal section. WotM has 5 main Encounters (plus traversal) and 4 could be considered proper Boss encounters (though I can find an easy argument for 3). Both are smaller than VoG or KF at 6 encounters with Traversal sections.

In contrast, CE matches SoS for Encounters. And a similar assessment for size fits with EoW.

I still think Raid Lair was just to set expectations while they still fit in wihin the context of Raids at large, especially given that historically the “full raids” have all be released with the Fall major release.
