Present an offering to the oracle in Dreaming City during the 'bad week' where Taken are in the blind well (this week) to open a portal to Queen's Court. Mara gives you a chest herself and the spark is inside. I don't know if you had to do the weekly quests all 3 weeks to get it to open, but I did.

I do not think you need to do all the weekly quests up to this point. I have done all these on my Hunter, but I just got my warlock up to do this weeks quest, and my warlock got the 3rd Seed. So if it is required, it is account based.

That's good news for me! Aside from an initial exploration the first week, I haven't touched the Dreaming City much. Now I just need to learn what "presenting an offering to the Oracle" is.

It's a daily quest that you get from Petra. There's an arena like court of Oryx...fight there long enough and the quest is done.
