TLDR: If you get one of those bounties that can drop in-world, and your quests page happens to be full, it will go to the Postmaster. If you allow that bounty to expire within the postmaster, that character will no longer be accessible to you (you can't sign in). Also, none of your characters will show up on B.net or apps that use the API (ie, DIM).

But honestly, I prefer it like this a thousand times over "we take ages to release anything at all ever because of playtesting". The pace at which we're getting content (even if it's just trickled-out stuff that was already in the build) well outweighs the bugs that come with that content.
So is literally losing access to your characters worth the pace at which we're getting content?
Absolutely, IMO. That's what you've got three character slots for, right? While Bungie sorts it out, you can do other things. And vague statements aside, it looks like Bungie is on top of fixes this season, and their new development schedule seems to be freeing people up to work on the details.
Sure, it's too early to tell how quickly the countless bugs in the game are going to get sorted out and fixed, but I'm on board with this new normal. It's the DE-esque direction that I was hoping for and bashing Bungie for not embracing, and I'm really hoping people don't start crapping all over them for this (though to be fair, Bungie has only started to earn that freedom to make mistakes with Forsaken).

I agree with your subject line and for the most part with your post. Bungie has probably always needed a few more voices saying "perfection is the enemy of the good."

"Game Stoppers", where a person can no longer progress or play the game to completion, tend to be an All-Hands-On-Deck-Priority-Alpha-One bug class.
Names are different, but the idea is the same.

I only have one character. One. But, if this happened to me, while they fixed it, I'd have fun and make a second guy! It's a good excuse!

I hope they really take a page out of DE’s playbook and embrace their “mistake” with that six person strike. Look at the community reaction and lean into that stuff. Expand on what you’re doing. Give us what we’ve asked for for four damn years now. No one cares about reserving public space for randos, do whatever you have to do to give us more than three person fireteams.

It seems to me they want to, but tech won't let them unless they get really clever with the back-end. It's a numbers game. Far less people play raids, so they can make raids as we know them to be. That's the current hypothesis of mine anyway.
