Are there still Awoken in the City that aren’t Guardians then? I’d love to know more about what they are doing in the current time.

Sure. Maybe even most Awoken that came to earth are still alive. Soon we’ll even get to see Mara and Uldren’s unhappy reactions to encountering on of their people who has been killed and brought back as a Guardian.

I was under the impression that most of the folks in the Tower weren’t Guardians. Rahool, Tess, and Jalal specifically.

…Amanda Holliday, Hawthorne, Louis (probably?), Ada-1, Lakshmi-2, Executor Hideo, Bashee, The Postmaster, (Eggs) Benedict Benedict 99-40, occasionally Xûr, and the nameless rabble of civilians and mechanics milling about the City.

But yeah, the list of Guardians is a lot shorter.
