The exploit is being fixed.
Players who cheesed the gun will still be able to use it, but the catalyst and emote will be taken away until you actually turn in the correct number of tributes.

It's a pretty reasonable solution, I think.
I get to keep my gun and then eventually re-enable the catalyst in like six months as I slowly complete tributes.
