The article did mention an unnamed person in HR that was still there that people felt was an enabler. Quote-retweets of the article directly named Gayle in reference to that passage.

HR, of course, works in the company's interest as opposed to the employees' interest, so she might've been pressured by the board to act that way in the past. Maybe, maybe not. Hopefully the new head of HR will keep these 'new values' in mind.
