Problem With Sunbracers Not Activating (Destiny)

Short version… I finally got a nice roll on a pair of Sunbracers, but I'm having the darndest time getting them to proc regularly. I'm wondering if anyone else has gone through this and might have an answer for getting them to regularly activate on powered melee kills.
