The work is in four volumes; the quote appears to come from the second, called Anthropogenesis.
Interestingly enough, the same section being read in the clip appears also to have been quoted by an English steampunk author named Mark Hodder, in his work The Curious Case of the Clockwork Man. It's possible that's how Bungie became aware of it.

The first part seems to be along these lines:
"If, as it is said, the future events are casting their shadow beforehand, then the past events cannot not leave their imprints behind them."
From an English translation of the text, the corresponding phrase reads:
"If coming events are said to cast their shadows before, past events cannot fall to leave their impress behind them."
