Not sure, but the icon is similar to an upgrade called Hair-trigger on one of my scout rifles, which means the weapon does not require a full trigger-pull to fire (it fires at the halfway point). Maybe this does the same, but it is a small error/discrepancy?

Does it not show you when you hover over the weapon? Under the stats it should describe the ability.
Think Ive got it on a handcannon, and it increases reliad speed after precision shots/kills.

The image Cody posted shows him hovering over it. All the description says is "outlaw." Either it's not implemented in the beta, or its function is secret. I found a level 20 weapon at some vendor that had this ability listed - wasn't able to test it, for obvious reasons.

No, not when you hover over the ability in detailed view, but when you hover over the weapon in the inventory or shop.
It'll show the main upgrades the weapon has in white or grey (depending on whether or not you've upgraded it).
Got the exact same gun today. Wish it fired faster...

I kind of like it because it is hard hitting and precise. It's very easy to get precision damage on regular enemies with it, but on bigger stuff something a little faster does better overall.
