I was wanting to try out the report feature on a player, but apparently you cannot while you're in the Postgame Report.

It appears that you can select reasons for why you are reporting, but it will not allow you to actually submit the report.

Meanwhile on the "start" menu under roster, I can report friends that I haven't even played with yet.
