Upgrades (Destiny)

I'm still a poor ass 22 and haven't used them. What exactly do they do, if anything?

Ascendant Shards and Energy are used to upgrade high-level gear and weapons, respectively. I need something like 36+ Shards to complete my current gear upgrades…
