Tl;dr Legendary armor will get you to level 26 and into the raid, but Legendary weapons will get you through the Raid.

And as a quick addendum to that, the right kind of weapons will get you through the raid. My fully upgraded 300 atk pulse rifle was pretty worthless compared to my fresh-out-of-the-box, 248 atk legendary handcannon.
