Is Bungie trying some new stuff? (Destiny)

You can actually ride that elevator up to collect two Ghosts in an area called The Terminus. One ghost has an orange stripe on it. It takes a few tricky jumps to get in there, though...
It looks very cool, because you're near the top of the Vex Tower that you often see in the distance on Venus.

I loved that area, but was a bit letdown that I didn't find to do anything beyond those Vex. I had just assumed it was future DLC area.

It is a future DLC area. You have to do a bunch of tricky jumps to get to a part of that elevator that will actually let you in and take you up; but even if you get up there it is empty for now (no enemies, and even the hidden ghosts don't actually unlock a grimoire card like they're supposed to).
